To explain the dielectric properties of relaxer ferroelectrics, the de
ficiencies of relaxation models which corresponds to the flip-flopping
of polar regions are indicated to compare with the experimental resul
ts at low temperature. A resonance polarization mechanism which corres
ponds to the breathing of polar region is introduced. It is indicated
that the dielectric constant at low temperature is mainly contributed
by the resonance polarization.
