Abstract
We discuss phases of quantum gravity based on the Wheeler-DeWitt equat ion. It is proposed that several phases exist in quantum gravity from the analysis of the renormalization group equation, thermodynamic anal ysis and large fluctuations of third-quantized universe field around t he Planck scale.
