We review the basic physics of color transparency and nuclear filterin
g. A dual approach illustrates the methods, understandable via either
Hamiltonian or covariant Feynman-diagram concepts, Progress on the the
oretical foundations indicates that color transparency is a perturbati
vely calculable phenomenon in QCD, and can be expressed in terms of fu
ndamental light-cone matrix elements. New ideas for experimental tests
at ELFE and elsewhere are discussed in detail.
