Presently, a lack of quantitative instruments for the development and
realization of options for environmental policy-making is evident. Thi
s statement holds true also for the development and economical evaluat
ion of emission reduction of VOC (volatile organic compounds), which a
re important precursor substances for ground-level ozone in summer-tim
e, and, therefore, in the focus of today's environmental discussions.
In this paper, an optimizing material-flow and energy-flow model for t
he creation of cost-effective reduction strategies of VOC emissions is
formulated, Furthermore, this model is applied on the sector ''surfac
e treatment of wood''.
