Abstract
Pareto-improving economic reforms that also simultaneously achieve eff iciency can be implemented through a strategy of 'dual-track' liberali zation. Its success requires the feasibility of the original plan and its continued enforcement by the state. The Chinese experience demonst rates that such a strategy works. (C) 1997 Elsevier Science S.A.
