John Bailey is professor of government at Georgetown. University and d irector of the Georgetown Mexico Project. Arturo Valenzuela, professor of government at Georgetown University and director of its Center for Latin American Studies, served from 1993 to 1996 as U.S. deputy assis tant secretary of state for Inter-American Affairs.
