We consider the formation of spectral disturbances of cosmic microwave
background (CMB) radiation at the epoch of helium recombination at re
dshifts z approximate to 2700 and z approximate to 6000 with special e
mphasis on the decimeter-wavelength range. It is shown that, depending
on the set of cosmological parameters, the amplitude of the disturban
ces of the Planck CMB spectrum, Delta T/(CMB), due to the He III and H
e II recombinations at decimeter wavelengths can reach 10(-6) and 3 x
10(-7), respectively.
