Abstract
A unified theory of the phenomena of the integer and the fractional qu antized Hall effects (FQHE) is presented within the framework Of quant um electrodynamics in 2 + 1 dimensions. It is demonstrated that FQHE e merges naturally from a nonperturbative, weak coupling (ladder approxi mation) solution of a linearized Dy-Schwinger equation for massive ele ctrons interacting with massless photons. The Chem-Simons term plays n o role in this analysis.
