The nuclear matter equation-of-state (EOS) cannot be determined direct
ly in heavy ion collisions, since such processes involve essential non
-equilibrium effects. The exact solution of this problem is reviewed b
ut has not yet been solved. We discuss a local phase space configurati
on approximation (LCA), in which the mean field and the cross sections
of relativistic kinetic equations are determined locally for the mode
l configuration of colliding nuclear matter which we determine with re
pect to Dirac-Brueckner calculations. Sample results show (1) that non
-equilibrium effects are important in determinig the EOS, and (2) that
realistic DB fields in this approach reasonably describe the data.
