The correlation of the angular reflection coefficients and their whole
distribution function are studied. The intensity fluctuations for dif
ferent directions are shown to be negatively correlated. A deviation o
f the distribution function from the Rayleigh law indicates that large
fluctuations of the reflected intensity are suppressed. All these pec
uliarities result from the constraints imposed by conservation of the
