Model equations describing the dynamics of toroidal eta(i) mode in a s
hear poloidal rotation plasma are derived The stationary monopole vort
ex solution is investigated analytically and numerically. It is shown
that a vortex can be formed for any arbitrary zero order profile satis
fying certain conditions. Moreover, a vortex needs less energy to be f
ormed near the edge of the plasma, and due to the energy minimization,
its radial motion is prevented The azimuthal velocity of the vortices
is calculated analytically and it is shown that the vortices near the
edge move slower.
