The paper discusses the major natural-resource-management issues in re
lation to land, forests, and water in Bangladesh. It shows how governm
ent policies and programs in one sector may affect other sectors. A la
ck of land use, and forest policies can be responsible for degradation
of agricultural land and deforestation. The paper argues that better
management of the natural resources can only be achieved by an integra
ted approach covering all the sectors of development. In Bangladesh, w
ith a freely elected government in power, there is a unique opportunit
y to formulate an integrated natural-resource-management strategy.
