Abstract
The existing legal framework and regulatory apparatus for retail payme nts seems ill-equipped to deal with an electronic future, if it unfold s as anticipated. The primary objective of the Task Force's report is to consider the commercial law that may govern new electronic retail p ayment media such as stored-value cards and electronic money, and to s ee whether some tried and true principles of our commercial law may pr ovide useful building blocks which will facilitate development.
