At Rome last month, the World Food Summit's official plan of actionstr
essed trade as the key element in achieving world food security and wa
s based on three key assumptions: that increased trade results in high
er national income and food security, trade-induced higher income will
eventually trickle down and higher household incomes will automatical
ly mean greater individual food security. The NGO Forum in Rome compri
sing community representatives from various countries strove to challe
nge these assumptions in its declaration and other documents.
