A Hamiltonian formulation used to describe Kelvin and Poincare waves i
n a layer of a homogeneous rotating fluid is given. The transformation
to the normal canonical variables of the problem is found. The matrix
coefficients of nonlinear interactions are obtained with reference to
the problem of decay instability of Kelvin waves in the presence of a
Poincare wave and the stabilization of this instability due to the ph
ase mismatch of the interacting waves at a cubic nonlinearity of the m
edium. The growth rate df this instability is calculated and the stead
y-state level of excited waves is found.
