Abstract
A phenomenological model is proposed to investigate the two-dimensiona l spin fluctuations of local-moment antiferromagnets self-consistently . The nuclear-magnetic-resonance relaxation rate and the electrical re sistivity due to spin fluctuations are calculated. The results in the quantum critical regime just explain the anomalous behavior of high-T( c) cuprates in the normal state. Finally, the effective dynamical susc eptibility in the presence of randomness is supposed.
