If the absence of war among democracies is assumed to be indicative of
a pluralistic security community as defined by Karl Deutsch, this doe
s not necessarily justify the expectation that the future will be less
and less war-prone. This would only be the case if the democratizatio
n of the interstate system is expected to continue. On theoretical gro
unds the conditions for the integration as well as disintegration with
in and between political communities are related to the continuing pro
cess of interdependence on a global scale. Theoretical, empirical, and
methodological progress is necessary to the analysis of global develo
pments in general, the study of war in particular. In each of these th
ree areas Karl Deutsch made highly productive contributions.
