In order that pedagogic institutions in the system youth care can take
care of children and youths who are mentally disabled due to a mental
disturbances in the manner necessary certain institutional conditions
must exist. For a small group of youths with especially severe mental
disorders additional special ambulatory and in-patient assistance off
ers are necessary. This special need is explained with examples. Gener
al standards and special institutions are described in detail. A relia
ble cooperation between the system of youth care and the individual ex
pert departments in the child and youth psychiatry is conditional for
the effectiveness of the assistance offers.
