Lasing without or with population inversion in a simple three-level at
omic system has been analyzed by taking into account the effect of pha
se fluctuations in the driving field. An interesting phenomenon has be
en found: When the driving field is not very intense, a change from in
version laser to noninversion laser behavior can occur as the driving
field linewidth increases.
