Abstract
Simulations show that ground based fundamental astrometry, which may b e necessary even in the era of space astrometry, can be conducted from any latitude on the Earth, not too close to the terrestrial equator a nd poles, if a sufficient number of minor planets is observed and with a reasonable number of clear nights during the year.
