Special education and title I programs programs coexist in about 65% o
f all public elementary schools in the nation. Although some of the se
rvices offered by the two programs are similar, the legislative intent
, funding mechanisms, and the populations targeted by each program dif
fer. This article explores integration of the title i compensatory edu
cation program and special education. This integration is often achiev
ed either through cooperative teaching or through blended funding of s
taff salaries. Profiles of local efforts to integrate and special educ
ation services are provided.
