The employment problem has assumed worldwide proportions. Outlining th
e context for the contributions to this special issue, the author expl
ains the importance of economic growth for employment, the impact of g
rowing integration of the world economy on employment and equity, the
debate on technical change and concern with the fate of unskilled work
ers. He emphasizes the broad spectrum of policies which affect employm
ent - from international trade and macroeconomic policy to specific la
bour market policies - and points to the possibility of attaining a vi
rtuous circle of rising productivity, economic growth and expanding em
ployment.
