There is a marked disagreement between the universal cross sections ex
tracted from experiment by Paul for K-vacancy production produced by f
ast protons incident on light atoms, and theoretically calculated cros
s sections for the same processes. In this paper we address this discr
epancy by examining the corrections to the theory due to the neglect o
f dynamic correlation. We find that these corrections are important, t
hough they can be significantly reduced by a better choice for the sin
gle-particle potential to be used in an independent particle model. Th
e inclusion of dynamic correlation in the theory reduces the Paul disc
repancy but some disagreement still remains.
