Many urban regions in the U.S. are planning to build extensive network
s of new high-occupancy vehicle (HOV) freeway lanes. Past modelling ef
forts are reviewed and travel demand simulations by the authors are us
ed to demonstrate that new HOV lanes may increase travel (vehicle-mile
s) and increase emissions when compared to transit alternatives. Recom
mendations are made for better travel demand modelling methods for suc
h evaluations.
