Abstract
Are municipalities complying with judicial and constitutional guidelin es for employee drug-testing programs? Cory Fine, Zane Reeves and Geor ge Harney's national survey of cities revealed that constitutional con cerns of protecting employees from unnecessary invasions of privacy, u nlawful searches and seizures, self-incrimination, and loss of employm ent were frequently secondary to the public's perceived need for an ef ficiently run and safe bureaucracy. Thus, a constrained United States Supreme Court has not been able to compel municipalities to adhere to constitutionally sound drug-testing programs for their employees.
