An initial stage of spontaneous generation of regular structures in st
rongly turbulent rotating fluids is studied in the framework of the Ch
arney-Hasegawa-Mima model [J. Pedlosky, Geophysical Fluid Dynamics (Sp
ringer, New York, 1979); A. Hasegawa and K. Mima, Phys. Fluids 21, 87
(1978)]. it is shown that small-scale turbulence may maintain a regula
r structure in a mean flow. The corresponding growth rate is shown to
have a form of negative hyperviscosity. Possible applications in the t
heoretical study of large scale vortices in the Jovian atmospheres are
discussed.
