A new 28 system which consists of surface electrons on superfluid heli
um (also hydrogen or neon) film which are paired with the substrate ho
les is proposed. The case of low concentration when the size of the el
ectron-hole pair is much smaller than the average distance between the
m is considered. The coupling energy and size of the electron-hole pai
r are obtained. The temperature of the superfluid transition T-c is es
timated. The conditions when crystallization temperature T-m is smalle
r than T-c and crystallization is absent down to zero are determined.
The question about localization of the pairs by impurities and irrequl
arities of the substrate is considered. The density of impurities belo
w which localization of the pairs does not essentially affect the phas
e slate or the system is obtained. The experiments to detect the analy
zed phenomena are proposed.
