The paper deals with a special (for two-temperature nonideal plasma) m
echanism of energy exchange between electrons and ions that emerges as
a result of local rearrangement of an ordered plasma structure during
fluctuation of the ion charge Z because of successive ionization and
recombination events. It is demonstrated that the rate of energy excha
nge contains an additional large factor Z(2) and exceeds the rate of e
nergy exchange for elastic collisions.
