Changes in the Spanish educational and vocational training systems hav
e been undertaken with much difficulty since the end of Fascism: autho
rities have hesitated between ''professional'' and ''organizational''
models. Unemployment data are analyzed by educational level and as a f
unction of young peoples itineraries as they move from secondary schoo
ls into the job market. Specifically Spanish characteristics necessita
te adapting the human capital theory. Questions arise about the links
between education and the productive system.
