Human capital is a decisive factor in the location of industrial plant
s in Germany. However its growth in recent years has not kept technolo
gical inventions from stagnating. Employment projections, as in other
lands, indicate a lower demand for unskilled labor and the need to imp
rove job qualifications. This calls for changes in education and job-t
raining policies, in particular with regard to the ''dual apprentice s
ystem'' and university education.
