In East Germany, unemployed metalworkers are more skilled than those w
ith jobs. This paradox is analyzed by comparing the two Germanies with
respect to: the contents and methods of occupational training (initia
l and ongoing) and public measures. Information from interviews conduc
ted with company directors in Thuringia (in the former Democratic Repu
blic) serves as the basis for making subtle distinctions when discussi
ng training's impact on unemployment.
