In France, the consensus about the importance of education and trainin
g existed before unemployment started rising. And organizations were a
lready providing occupational training. In fact, their existence deter
mined how public authorities responded to rising joblessness. This art
icle analyzes: the difficulty of implementing effective training polic
ies; changes in initial objectives; and the new restraints on various
actors, notedly the French Unemployment Office.
