Proceeding from the concepts of localization processes in anharmonic l
attices with impurity quasi-local excitations (resonance localized sca
ttering centers) universal anomalies in the temperature dependences of
the reciprocal length of ultrasound attenuation in amorphous systems
are described within the temperature range where a plateau in thermal
conductivity is observable. A probability of the manifestation of the
localization process in quantum crystals is also discussed.
