A systematic contribution to the ground state energy coming from the C
oulomb interaction between nucleons is considered. Besides the Hartree
and Fock terms there is a significant Coulomb correlation term due to
the correlated motion of nucleons under the influence of a strong int
eraction between nucleons. The correlation term is strongly enhanced b
y the presence of the surface, and this mechanism accounts for a main
part of the Okamoto-Nolen-Schiffer anomaly in the binding energy diffe
rences. The contribution to the bulk energy and surface tension is con
