The article considers the passage of a radio signal through a turbulen
t medium in which the signal is distorted and scattered, causing the r
adio line to be unstable. The method of secondary sources is used to s
olve the problem of the transmission of a plane electromagnetic wave t
hrough a planar dielectric which has turbulently time- and space-pertu
rbed dielectric constant. The novelty of the study is that on the basi
s of the first-approximation solution with sufficient accuracy for pra
ctical purposes, determining the field for small perturbations of the
parameter, a direct relation has been established between the energy s
pectrum of the fluctuations of the transmitted wavefield and the corre
lation function of the parameter pulsations.
