Abstract
The classical and quantum formalism for the constrained Hamiltonian sy stem with singular higher-order Lagrangian describing the Fermion coup ling to Chem-Simons theories in (2 + 1) dimensions is constructed. We perform the canonical and path-integral quantizations for the Abelian case. The non-Abelian case is also discussed.
