In anticipation of future disinfectant/disinfection by-product regulat
ions, the Metropolitan Water District of Southern California has evalu
ated the issues associated with siting a large granular activated carb
on (GAC) regeneration facility in Southern California. This study iden
tified significant issues related to GAC regeneration, including proce
ss criteria, air quality effects, management of spent GAC, space contr
aints and costs, and public acceptance.
