The UK published its Climate Change Programme in January 1994 and was
the first country to do so. The published program contains market meas
ures, voluntary agreements, and regulation. It was established followi
ng national consultation. The program was quantified using a combinati
on of econometric modeling (for price based measures) and bottom-up an
alysis. It is monitored through the National Emissions inventory with
provisional CO2 trends updated every quarter. The program is being upd
ated to take account of developments since its publication, including
the publication of new national energy projections in March 1995.
