This article is divided into two sections which provide an overview of
the Decentralized Plan for Canadian Newspapers. The first section des
cribes the history of the Plan, preparation for the division of respon
sibilities and the federal contribution. The second section gives brie
f histories of each provincial and territorial application. The text e
mphasizes the common elements and some of the problems inherent in new
spaper preservation management and the unique approach that each provi
nce/territory must take to manage its own program. Future directions a
te also indicated in the conclusion.
