This paper discusses measurements made on a timekeeping system using s
tandard IRIG-B time code and commercially available equipment. Two que
stions are addressed. Can this technique reliably transfer time accura
cies of one millisecond and accuracies of 5 to 50 microseconds? A new
method of propagation delay measurement using two synchronized time co
de generators is introduced. These measurements are compared with pred
ictions of delay and measurements made with a commercial communication
s test set used in a new manner. These results could be used to predic
t the response time of protective relay communications channels. Discu
ssion of the differences between the methods is given.
