Abstract
Performance management creates the context for - and the measures of - performance. Performance is defined as the potential for future succe ssful implementation of actions in order to reach the objectives and t argets. The article takes the view that performance is constructed by the management system and by managers. Performance management precedes performance measurement and gives it meaning.
