Abstract
Numerical project input evaluation criteria are at the core of financi ng decisions on SMEs' development projects. They follow traditional bu siness analysis. Qualitative input criteria employed by business analy sts within the same organisation vary, despite the fact that the organ isations have internal instructions regarding them. Consequently, the enterprises applying for development finance are in unequal positions. For project output, there are no particular instructions, and output evaluation receives less attention. All the business analysts mentione d enterprise and manager characteristics as important input criteria, and the commercial success of products is the most frequent output cri terion.
