Abstract
The enormous changes currently taking place in the world economy (glob alization of production, emergence of trading blocs, regional free-tra de areas) are paralleled by the emergence of local, but often cross-bo rder. economic initiatives and industrial networks. The author examine s the risks associated with these new kinds of intermediate organizati on and the forms of political and institutional cooperation needed to harness such local development.
