Abstract
Britain's effort to introduce youth apprenticeships over the past deca de offers important general lessons about the role of employers in sch ool-to-work initiatives. In particular, the incentives facing employer s work against efforts to provide skills training. Alternative arrange ments for such programs are suggested that create incentives for emplo yers to improve the skills of youth apprentices.
