An analysis is made of a possible effect of fluctuations in the develo
pment of extensive air showers on the energy spectrum inferred for the
primary cosmic rays from the number of electrons in the shower at the
observation level. If the fluctuations have certain characteristics,
a change in the slope of the power-law spectrum can occur even if ther
e is no break in the spectrum of primary energies.
