Mexico has a ten-year experience in operating programs of stimuli to t
he sectors of scientific research, higher education, and artistic crea
tivity. In July 1984 the National System of Researchers (SNI) is creat
ed in order to foster the scientific and technological development in
Mexico. Six years later, in March 1990 a second program of stimuli is
created: namely, the Program of Educational Career or Scholarships for
Academic Performance, in order to stimulate the full time dedication
of higher education personnel of public institutions. Finally, in 1993
the National System for Creativity is established with the purpose of
stimulating and fostering artistic creativity. These three experience
s arose within the framework of policies and government strategies in
search of quality and efficiency objectives. They have been introduced
as programs with a national scope and impact. The three programs eval
uate the financial aspect on the merits of the participants. The progr
ams are supported by public funds. Notwithstanding the similarities th
ey are different in their operating procedures and scope.
