As a response to the profound crisis that oppress our countries, due t
o an enormous international debt and due to economical, social and mor
al deterioration, the Venezuelan universities and other centers of hig
her education have promoted a general revision on their teaching funct
ions, research (quality and quantity) and formation of human resources
. The Councils for Development of Sciences and Humanities (CDCH-T) of
the universities, have started a revision on their policies, with the
objetive to propose new alternatives for the promotion and development
of research that will incentive the incorporation of an acceptable qu
antity of new academic scientific production, policies on human resour
ces, financing resources and organization of our universities, particu
larly the Central University of Venezuela. These discussions will allo
w us to give rational responses to attack the crisis and to prepare ou
r institutions for the challenge of the next century.
