or the operators of photon-electron collisions provided the relative s
hift of the photon frequency during its elastic scattering is not larg
e. The collision operator in the electron kinetic equation in this cas
e has a form of the Fokker-Planck one. The analogous collision operato
r in the photon kinetic equation generalizes the familiar Kompaneyts e
quation to the case of an arbitrary optical thickness and arbitrary mo
tion of the electron gas in an inhomogeneous medium.
