High voltage distributions on the inner surfaces of RPCs electrodes we
re calculated by using a two-dimensional resistor network model. The c
alculated result shows that the surface resistivity of the electrodes
should be high, compared to their volume resistivity, to get a uniform
high voltage over the surface. Our model predicts that the rate capab
ilities of RPCs should be inversely proportional to the thickness of t
he electrodes if the ratio of surface-to-volume resistivity is low.
