We present a novel method of modifying the proton losses in hadron col
liders by generating external tune modulations without interfering wit
h the normal luminosity operation. The main application of the method
is to reduce the proton loss rates, to minimize the background rates i
n the colliding beam experiments of HERA. Another potential applicatio
n is to control the particle diffusion in the beam halo without affect
ing the beam core, which might provide a useful option for the interna
l fixed target experiment in HERA.
